STDCIF - Track Limits Unchecked (Doc ID 2561194.1)

Symptoms

1. In STDCIF screen: 
- Press Populate 
- go to Limits Subscreen 
- go to Additional tab -> Track Limits is unchecked 

2. In STDCIF screen: 
- press Populate 
- go to Additional tab -> Track Limits is checked by default 
- go to Limits subscreen and press ok 
- go to Additional tab -> Track Limits is still checked 

Expected result: Track limits should always be checked by default
