ACTUAL BEHAVIOR

System is allowing to enter more than 2 decimal values in Percentage Allocation field in Financial Planning > Earmark Holdings screen

EXPECTED BEHAVIOR

System should not allow to enter more than 2 decimal values in Percentage Allocation field in Financial Planning > Earmark Holdings screen

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to the Financial Planning> Earmark Holdings screen
2. Click on ""Percentage Allocation"" add event ""+""
3. Click on Percentage Allocation field against goal.
4. Enter value having more than two decimal values
5.Click on Save button.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users are allowed to enter more than two decimal values in Percentage Allocation field, which is not the expected behaviour.
