Origination User Can't Add New Payee (Doc ID 2564172.1)

Symptoms

When attempting to add new payee by Origination user,
the following error occurs.

ERROR

System cannot process the request currently. Please try later.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open application on browser
2. Go to track application -> Log in
3. Go to dashboard -> manage payees
4. Add new payee -> select Bank account
5. Fill the form -> Add -> Confirm

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot add payee hence not able to do a payment.
