Charge was not Collected from a Customer (Doc ID 2564335.1)

Symptoms

Charge was not collected due to two rows under charges tab, first row with 0 value and other with non-zero value.

User is not able to delete the zero value row

The issue can be reproduced with the following steps:
1. Go to STDCUSAC screen
2. Under charge tab try to delete the row which is already added
3. and save
