Not able to link facility to loan contract from the screen CLDACCVM (CL-COL-019) (Doc ID 2565142.1)

Symptoms

When attempting to creating new collateral code and linking facility,  system is throwing the error "Linkage details can be modified only for new collateral - CL-COL-019" 

Due to this issue, Business  not able to link facility to the loan contract from the screen CLDACCVM.
