ACTUAL BEHAVIOR

When Corporate Maker tries to initiate any payments from a account, OBDx application does not validate transaction amount against the account balance. 

EXPECTED BEHAVIOR

It should not allow if the account balance is less than transaction amount.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as a Corporate Maker and Go to payments
2. Do any payments transactions with transaction amount greater than account balance.
3. Application allows to initiate the transaction (though it might fail in core banking in balance check after Checker/Authorizer approves it)
