Goal

System fails in uploading EBRC file.

Steps to simulate:
1. Place the XML file in the EBRC upload path
2. Navigate to CSSJOBBR
3. Run EBRCGEN job for uploading EBRC file.

Expected result:
System uploads the EBRC file.
