IBAN Validation Is Not Happening For 8 Digit BIC In Account With Institution (Doc ID 2567810.1)

IBAN Validation is not happening when BIC in Account With Institution is 8 Digit. System is not throwing error and processing the Transaction with Invalid IBAN.

Expected Result:
System should throw error as 'Ultimate beneficiary Account is not a valid IBAN'

Ultimate Beneficiary1 is not a Valid IBAN. Payment moved to repair queue

The issue can be reproduced with the following steps:
1. Create an Manual Ctross Border Transaction with 8 Digit BIC of IBAN required Country
2. Enter Invalid IBAN for same country code
3. Click on Enrich
