User Is Not Able To Carry Forward Rejected Transaction In External Exchange Rate Queue (Doc ID 2567910.1)

Symptoms

When attempting to carry forward Rejected transaction in External Exchange rate queue, the following error occurs.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Book any cross currency transaction using existing FX Deal number so that it will go to exchange rate queue screen to validate FX deal details.
2. System will call external exchange rate system to get exchange rate details
3. Failure response is received from exchange rate system
4. Status is updated as R (Rejected) in external exchange rate queue screen
5. Try to perform Carry Forward action on Exchange Rate queue screen PQSEXEXQ
6. System opens carry forward screen PQDACQAU
7. Click on Ok button. System given error message as "Cancel already done for queue ref 1917716711300001 PQ-QA-23"

Due to this issue, users cannot carry forward the transaction .

Changes

 Modified the code so that queue status rejected wont cancel the transaction
