Performance Issue While Starting And Stopping Of FCDB Services After Adding APPLDATA Entries for New languages. (Doc ID 2569503.1)

Symptoms

On : DB 12.0.1 version

ACTUAL BEHAVIOR
---------------
Starting and Stopping of FCDB Services are taking more time after releasing the Language Addition releases in FCDB along with English. This happens because we are adding APPLDATA entries for every language. This adds up to thousands of entries in APPLDATA.

EXPECTED BEHAVIOR
-----------------------
Performance Issues should not be coming if language specific template ids are put.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add entries in APPLDATA for different languages for each template.
2. Try stopping and starting the servers. APPLDATA will load since loadflag is Y.
3. Performance issue is observed - taking 233 seconds for 5 languages in UAT

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Bank users are facing performance issue while server restart.

 This Issue Occurs When large number of entries are added for New Languages in APPLDATA
