Symptoms

ACTUAL BEHAVIOR

XBorder Outgoing transaction is not going to BO queue as per duplicate check fields

EXPECTED BEHAVIOR
-----------------------
XBorder Outgoing transaction should go to BO queue as per duplicate check fields

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Create Xborder/Book transfer transaction processed and Liquidate it.
2. Create another Xborder/Book transfer transaction with same txn value date, amount, currency and account as per txn created in step1
3. Validate the txn created in step2 moved to BO queue.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Transaction is not moving to BO queue because of duplication check.
