Inbound Cancellation- User Is Able To Do Carryforward Action From SCQ/EAC/EXRateQ (Doc ID 2572859.1)

Inbound cancellation- User is able to do carry forward action from SCQ/EAC/EXRateQ

Inbound cancellation- User is able to do carry forward action from "Sanctions Check, EAC, Exchange Rate" queue even though cancellation request is raised for inbound transactions"

Actual result - Request is successfully processed in "carry forward" action of exchange rate queue

Error should be displayed "carry forward is not allowed when cancellation request is already raised"

The issue can be reproduced with the following steps:
1. Inject a MT192 where tag 21 of transaction should be the one from PXDIVIEW screen where transaction status is in progress and Exchange Rate" status is pending and sender bank should be the same
2. Come to PXSICLBR screen and see process status is "Matched"
3. Go to PXDIVIEW screen and query the transaction ref#
4. check the Recall status is "Recall requested " now
5. Go to exchange rate queue and query the transaction ref#
6. click on carry forward

The issue has the following business impact:
Due to this issue, Transaction gets processed which should not be processed
