When attempting to submit personal loan origination request by guest user,
the following error occurs.

System cannot process the request currently, please try later.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as guest user in origination
2. Fill and submit personal loan application.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot submit personal loan application.
