ICEOD batch performance fixes (Doc ID 2573890.1)

Symptoms

On : 12.0.3 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
ICEOD is taking more time during EOD batch execution. This is impacting overall EOD batch processing time and subsequent release for system for online user transactions.

EXPECTED BEHAVIOR
-----------------------
ICEOD batch should complete within a stipulated time window.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Ensure ICEOD batch is configured during EOD and high volume of data is available for processing.
2. Run the EOD process.
3. Post completion of EOD, Verify the Performance related to ICEOD using AWR or any other analytical reporting related DB performance.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, there is a increase in EOD time window and subsequent delay release of system for next day transaction input.
