Symptoms

During closure of customer account, error "Settlement instructions not closed" is shown to the user


STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Go To STDCUSAC screen
2.Query an account
3. Try to close the account

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot close customer account
