Unable to repair incoming SWIFT message (MT-202) on functionid MSCEDTMG with Error MS-MSRT-002 (Doc ID 2574509.1)

On : 12.0.3 version, Production Support-SET
Incoming SWIFT Message MT202 received by Bank Should have field 20 and 21 in SYNC or Field 21 should have NONREF for Message to be processed Successfully.
If incoming swift Message for MT202 is sent by other Organization having field 21 as NO reference then Message will not be processed and
Error will be FT-MTST12 (No Payment Message found for Cover Match) will be logged and status is set to E(Error) on the Incoming Message table. Result to which the Incoming SWIFT Message cannot be modified with error

FT-MTST12 (No Payment Message found for Cover Match)
MS-MSRT-002 (Insufficient Privileges to Perform this action)

If any incoming swift Message come with field 20 and 21 not in sync or field 21 having different value other then NONREF then the Message should be modifiable from MSCEDTMG(Message editing Screen)
So that the Message can be processed successfully

The issue can be reproduced at will with the following steps:
1. Perform a incoming SWIFT Message which is processed through EMS_IN Service
2. The message processing failed with Error Code FT-MTST12 if Field_20 and field_21 is passed with different value. Field_21 allowed value is same as field_20 or NONREF.
3. if the field_21 is different then the prescribed format then error is thrown and the incoming message is not processed. The Process_status is set as R, status as E and Repair_reason with Error Code FT-MTST12 on mstb_dly_msg_in.
4. On trying to modify the problematic message using function ID MSCEDTMG error is thrown MS-MSRT-002 Insufficient Privileges to Perform this action

The issue has the following business impact:
Due to this issue, users cannot modify the incoming SWIFT Message and Process it.
