User Is Not Getting Alert When Account Is Locked (Doc ID 2576112.1)

Symptoms

ACTUAL BEHAVIOR
---------------
User is not getting alert when account is locked.

EXPECTED BEHAVIOR
-----------------------
User should get an alert when account is locked.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
 
Log in as admin
Go to alert maintenance -> user lock alert template is maintained
Go to password policy -> Successive Invalid Log in Allowed is set it as 3
Log in as Retail user
Enter wrong password 3 times
User has received 2 times log in failed alert


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot know when the account gets locked since there is no alert.
