ACTUAL BEHAVIOR
---------------
User is able to upload zero rates.
EXPECTED BEHAVIOR
-----------------------
System should do the validation and return error like when you are
sending zero values.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. If user sends request without the field ,
then currency Rates are getting uploaded successfully to zero.
2. System should do the validation and return error like when you are
sending zero values
