PC Incoming Collection Fails With PC-MAND-02

Symptoms
When uploading an incoming PACS003 file with one transaction, it fails with PC-MAND-02 and the system books the contracts with the Unsettle GL which is not correct.
Expectation is system to create a Mandate and to process the transaction. The Mandate that currently exist in the system has the same debtor account, but has a totally different agreement ID and creditor.
STEPS

The issue can be reproduced at will with the following steps:
1. Upload PACS003 file such that it has an error.
2. So same fails with PC-MAND-02 and the system books the contracts with the Unsettle GL, which is not correct.
BUSINESS IMPACT

The issue has the following business impact: contract is booked incorrectly to unsettle GL.
