System allows issuance of BC with Stopped cheque (Cheque marked as Stop payment ) from 8335 screen


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Mark a cheque leaf for a account as Stop payment from CADSPMNT
2. Issue a Banker Cheque using the same cheque leaf
3. System allows issuance of BC with Stopped cheque (Cheque marked as Stop Payment) from 8335 screen
