Branch Closure Allowed Even When There Are Is ACTIVE Inventory And ACTIVE DD Contracts (Doc ID 2579610.1)

Symptoms

System is allowing closure of a branch where there is active inventory and active DD contracts. This is causing operational issues for the client and inconvenience for the customer when he is trying to liquidate the DD as the DD liquidation is rejected.

Simulation Steps:

1. Create DD inventory for branch1 .
2. Create a new savings account and fund the account in branch2.
3. Execute a DD issue from branch1  using the same account . 
4. Run 4 - 5 EODs in all branches.
5. Close branch1 where DD is issued   using STDBRANC. System allows closure of branch without validating active inventory and active DD contracts.
6. Execute DD liquidation from branch3 . System rejects the transaction with the error code DD-DAT308 - DD is not issued or the status of the DD is invalid.

Changes

 Additional validations provided to check if any active DD contracts issued and not liquidated / Inventory exists for the branch.
