Symptoms

When attempting to cancellation from PXDTRNCL, the following error occurs.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Create Outbound X border transaction. Dispatch MT103
2. Acknowledgment in place for MT103 sent.
3. Do cancellation for Outbound X border transaction from PXDTRNCL.
