Bills and Collection Contract Liquidation Fails With "ST-COM036 : Response is Empty" (Doc ID 2579897.1)

Symptoms

On : 11.7.0.0.0 version, Production Support-SET

When attempting to liquidate a Bill Contract the following error occurs.

ERROR
-----------------------
ST-COM036 : Response is Empty


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create BC contract
2. Go to Party details and input more than 35 characters
3. Verify system is taking up to 35 characters only
4. verify also from the table "select * from mstb_contract_chg_advice where CONTRACT_REF_NO = <contract reference no> 

5. Observe the error faced


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot Liquidate the Bill contract
