Symptoms

On : 2.4 version

ACTUAL BEHAVIOR
---------------
NON_resident_flag is not Sent to OCH


EXPECTED BEHAVIOR
-----------------------
Non_resident_flag should be sent to OCH as a part of integration.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Tax exemption code as "Foreign" is added/removed from a party via origination/servicing screen.
2. Non_resident_flag is not sent to OCH

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, OBP and OCH data does not remain in sync.
