Goal

Bank Admin is not able to create Retail,Corporate user and party preferences after enabling the Approval Checks for Bank Administrator in System rules. 

Below three scenarios observed :

Scenario 1:- After Enabling Approval checks for Bank Admin , try creating party preferences. It gives generic error on screen.
Scenario 2:- After Enabling Approval checks for Bank Admin , try creating Retail User. It gives generic error on screen.
Scenario 3:- After Enabling Approval checks for Bank Admin , try creating Corporate User. It gives generic error on screen.

Simulation Steps :-
Step 1:- Log in to Bank admin --> Configuration --> System Rules --> Select Administrator --> enable Approval Checks
Step 2 :- On-boarding --> Party preferences --> create Party preferences -->while confirming giving 'System cannot process the request, please try later' error.
Step 3:- On-boarding --> User Management --> create retail user -->while confirming giving 'System cannot process the request, please try later' error.
Step 4:- On-boarding --> User Management --> create corporate user -->while confirming giving 'System cannot process the request, please try later' error.
