Symptoms
When attempting to access uploaded file inquiry details by checker,
the following error occurs.

Access Denied. User does not have permission to perform this action.

The issue can be reproduced at will with the following steps:
1. Log in as corporate checker
2. Go to Uploaded file inquiry
