Generating duplicate message id in the handoff file in Bulk file uploads

EXPECTED BEHAVIOR

Message id should not be duplicated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload 2 SDMC bulk files at the same time from obdx side
2. Issue: Generating duplicate message id in the handoff file
