While Creating New Rule, Accounts Section Defaults To First Account Number Instead of "ALL" Option (Doc ID 2585280.1)

Symptoms

ACTUAL BEHAVIOR
---------------
While creating a new Rule for corporate, accounts section defaults to the first account number. 

EXPECTED BEHAVIOR
-----------------------
 The Default value selected in rule search >accounts drop down should be "ALL". This was the behavior till Patch Set 3

STEPS
-----------------------
1 Log in as Admin User

2 Go to Approvals ---> Rule Management ----> Select Corporate User

3 Provide a Party ID and click on Search Button

4 Click on Create
