FCIS - Bulk UH upload is failing in incremental mode. (Doc ID 2585577.1)

Symptoms

On FCIS: 12.4.0.0.0 version, Implementation Support

When attempting to modify the other values in the Tax Certificate Expiry date as 01-Jan-2203 is amending the following error occurs.

ERROR:
Tax Certificate Expiry Date should be greater than Application Date.

STEPS TO REPRODUCE:
1. Capture a UH with Tax Certificate Expiry date as 01-Jan-2203, Save and Authorize UH record.
2. Upload Bulk UH modify using Operation Mode I (Incremental).
3. As per the upload file system should only amend the provided fields and existing field should not get effected. Even though existing Tax Certificate Expiry Date is greater than current date system is failing the upload.

Error logged is "Tax Certificate Expiry Date should be greater than Application Date " - Even though the certificate expiry date is greater than Application date.
