Exclusion details in password values are repeated in edit password policy maintenance.

Exclusion details in password values should not be repeated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as super admin
2. Go to Password policy maintenance -> Search
3. Click on policy name
