User Not Able To Login Even After User Is Unlocked

User unlock functionality does not work properly. Even though user is unlocked, still unable to log in.
The issue can be reproduced at will with the following steps:
1:Lock user by unsuccessful login attempt or From admin user management operation
2:Unlock user from admin user management operation
3:Try to login with user - shows Null message on login screen.
