When attempting to Approving the record from BO queue, the following error occurs.

PQ-QA-33: Repair Opt out Preference exist for account

The issue can be reproduced with the following steps:
1. Create an inbound Xborder transaction with Credit Account which is opted for Repair Opt-Out
2. Transaction routed to BO queue as No Credit was checked at the Account level
3. Approve the record from BO queue
4. System is throwing error "Repair Opt Preference exist for account upon approving from BO queue"

Expected: System should consider the Repair Opt Out preferences only for Outbound urgent payments and should not be validated for Inbound Urgent Payments

Program change done to add Payment Transaction Type check before validation Repair opt out preferences check
