MT 103 Messages are In Generated Status But could not be viewed (Doc ID 2590361.1)

Symptoms

ACTUAL BEHAVIOR
---------------
It is observed that the outbound MT103 message is shown as generated, but the message is not available for viewing.

EXPECTED BEHAVIOR
-----------------------
System should process and generate the MT103 transaction.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.) Inject an Inbound Cross Border transaction by entering the below beneficiary details and save the transaction.

"cdtragtacctiban": "<IBAN>",
  "cdtrnm": "<BankName>",
  "cdtradrline1": "A",
  "cdtradrline2": "D",
  "cdtradrline3": "C",
