SYSTEM Error on modifying a customer attached to a liability of different branch (Doc ID 2590416.1)

Symptoms

SYSTEM throws error at ELCM while doing modifying a customer which is linked to a liability of different branch

SYSERROR System Error Occurred. Contact system administrator for assistance


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1)Set MULTI_BRN_LIABILITY as Y in CSTB_PARAM table.
2)Launch STDCIF, create the customer from one branch.
3)Launch GEDMLIAB, create the liability from another branch.
4)Launch GEDCULIK, map the customer created with the liability created.
5)Now query for the customer, the liability attached is of different branch from the customer branch.
6)Now unlock the customer and save.

The issue has the following business impact:
Due to this issue, users cannot modify customers which are attached to other branch liabilities
