ELCM Debugs are not getting Generated in path configured as ELCM_DEBUG_PATH (Doc ID 2590437.1)

Symptoms

ACTUAL BEHAVIOR
---------------
ELCM debug is not writing on the path defined for "ELCM_DEBUG_PATH" in CSTB_PARAM.
Instead it is writing on path defined for WORK_AREA in CSTB_PARAM

EXPECTED BEHAVIOR
-----------------------
It is expected that ELCM debug should be written in separate path mentioned as "ELCM_DEBUG_PATH"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set the path correctly for parameters "ELCM_DEBUG_PATH" and "WORK_AREA" in cstb_param
2. Perform any operation on ELCM screens like Facility screen
3. Check the ELCM debug path if debugs are written
