How To Create An Admin User Who Can Access Only Particular User Type Operations? (Doc ID 2590801.1)

Not able to restrict Admin user to perform operations particular to user type

Bank Admin wants to create another Admin who can access only particular user type operations. for example,
BankAdmin1 creating BankAdmin2 and wants to restrict him to access only particular usertype operation to perform.

For Example :-
Step 1: BankAdmin1 creating a BankAdmin2 with Role having User Management --> CreateUser
Step 2: BankAdmin2 is able to create users for all the usertypes. BankAdmin2 can create Retail ,Corporate and Admin users .

But If BankAdmin1 wants to restrict the BankAdmin2 to create only Retail type of users only.

How can this be achieved?
