System cannot process the request


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to application as Retail user
2. Go to payments
3. Initiate Internal transfer
4. Input all the fields and initiate the transfer

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot initiate an internal transfer.
