Multiple Transfer/Batch Request Failing with Error-javax.ws.rs.ProcessingException: java.net.ConnectException: (Doc ID 2592471.1)

Symptoms

On : 18.1.0.0.0 version, Production Support

When attempting to do Multiple Internal Transfers,
the following error occurs.

ERROR
-----------------------
javax.ws.rs.ProcessingException: java.net.ConnectException: Tried all: '1' addresses, but could not connect over HTTP to server: 'XXXX.XXXXbank.co.tz', port: 'ZZ'

java.net.ConnectException: Connection refused

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into OBDX Application and Navigate to Multiple Internal Transfers
2. Error as shown is visible in the Console Response -

javax.ws.rs.ProcessingException: java.net.ConnectException: Tried all: '1' addresses, but could not connect over HTTP to server: 'xxxBANKURLxxx.yy.zz', port: 'XX'
java.net.ConnectException: Connection refused

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot perform Multiple Internal Transfers.

Changes

The Issue happens when there are Multiple Managed servers in Production.
