SWIFT OrderReference Number Duplication Validation Not Working

SWIFT OrderReference Number Duplication validation not working
While capturing RedemptionOrderV04-setr.004.001.04 through SWIFT, two duplicate transactions(i.e with the same Order Reference Number is sent at the same time from external Queue to FCIS) and we see that message(both messages) is in mstb_dly_msg_in for processing.
System picks ups both the messages for processing at the same time as the incoming messages have the same keystring in mstb_jobtbl
a)System stops the second duplicate transaction with duplicate order reference number with the error related to duplicate order reference number.
b)System generates separate OIS for the second message to external system with the error message for duplicate reference number
The issue can be reproduced at will with the following steps:
1.Send two SWIFT - RedemptionOrderV04-setr.004.001.04 with the same OrderReference Number to FCIS but different reference number at the same time
2.It is observed that
(a)two duplicate transactions are generated
(b)Duplicate Order Reference Number is not validated by System
(c)No OIS Message is generated for the duplicate Message
The issue has the following business impact:
Due to this issue,
System is not validating for Duplicate Order Reference Number and creating Two duplicate transactions for the same Order Reference Number
No OIS Message is generated for the duplicate transaction and no Logging for the duplicate transaction in SwiftTxnDetLogTbl
