ACTUAL BEHAVIOR
---------------
Not able to do taxonomy for Create Payee screen for Arabic input.

EXPECTED BEHAVIOR
-----------------------
Taxonomy for Create Payee screen should be able to do for Arabic input.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in into application as Retail user / Corporate User
2. Navigate to Manage Payees & Billers --> Add new Payee

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot able to do taxonomy for Create Payee screen.
