Back Dated One Installment Payment is not doing merge installment

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. For an One Installment payment, it should be applied to Merge reduce Tenor, the system is applying the payment to Current Installment when the system / branch date is equal to the installment due date which is not the first installment due date, and the user is applying a back dated payment to a day within the last 15 days of the installment. It is expected that the system applies the payment to Merge Reduce Tenor
