Symptoms

Unable to add payee after applying Patchset 8

'System cannot process the request currently. Please try later'.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to user
2. Navigate to Dashboard > Toggle menu > Payments > Setups > Manage Payees > Create


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, production environment impacted with user unable to add payee
