PC: Contract is in PE Exception and is failing with error PC-ACC008 (Doc ID 2594828.1)

Symptoms

On : 12.0.3 version, Production Support

A PC Contract is in PE (Process exception) queue. When user is trying to process it from screen (PCSPEXSQ), it is getting failed with error "PC-ACC008"

ERROR

PC-ACC008: Accounting Handoff Entry function returned with False


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open Screen PCSPEXSQ
2. Query the Problematic Contract
3. Select it and Click on "Retry"

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, problematic payment cannot be processed and affecting the Customer.
