RP Charge Waiver Is Not Working For IC. (Doc ID 2596598.1)

ACTUAL BEHAVIOR
---------------
 When attaching a benefit plan which has charge product & benefit type as waived,charges are still collected instead of waiving charges

EXPECTED BEHAVIOR
-----------------------
 When attaching a benefit plan which has charge product & benefit type as waived,charges should not be collected instead it should get waived.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch STDCUSTD screen
2. Waive the charges for benefit planned attached,
3. System pick charges when it is waived too.

BUSINESS IMPACT
-----------------------

Due to this issue, users cannot waive the benefit charges when checked on waive check box and accordingly accounting entries are passed.
