ACTUAL BEHAVIOR
---------------
When an incoming FEDWIRE message is fails and if doesn't creates transaction, process status is updated as P in pwtb_fedwire_msg_in table

EXPECTED BEHAVIOR
-----------------------
When an incoming FEDWIRE message fails then system should not creates transaction, process status need to update as 'R' in pwtb_fedwire_msg_in table.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Upload a FEDWIRE message in such a way that the message should fail
2.Query the message reference in pwtb_fedwire_msg_in table
3.Check whether the Process_Status column is updated as R

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot identify either message is successful or failed.
