Symptoms

ACTUAL BEHAVIOR

Transaction status updated as 'Cancelled' upon PEND receipt for the 2nd sanction request in Oracle Banking Payments

The transaction is marked as "Cancelled" upon receipt of PEND response, which is incorrect

EXPECTED BEHAVIOR
-----------------------
The transaction should not be marked as "Cancelled" upon receipt of PEND response

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Inject a payment in Oracle Banking Payments
2) The payment will move into SC queue
3) PEND response is received from Sanction
4) FAIL response is received from Sanction
5) Upon cancellation in Oracle Banking Payments, the 2nd sanction request is generated by system
6) PEND response is received from Sanction
