ACTUAL BEHAVIOR

MT940 message detected as duplicate by system
System is marking pde_flag as Y for some MT940 messages in table mstb_dly_msg_out. Therefore the message is not picked by EMS and sent to SWIFT.
EXPECTED BEHAVIOR
-----------------------
For MT940 the PDE_FLAG is not expected to be Y.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. The case is happening occassionly and not for every message.
2. Execute the EOD and verify the MT940 messages, for some the PDE flag is set as Y in mstb_dly_msg_out.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
The message is not written to file and then not handed over to SWIFT.
