"No Account Available" Message Appears on Widget for User for Whom TD Account Are Not Mapped but CASA Accounts Are Mapped

Information in this document applies to any platform.
If no TD accounts mapped to the user then all account widgets in the user dashboard are showing "no accounts available" message even though CASA and other accounts mapped.
The issue can be reproduced at will with the following steps:
1. Map CASA accounts but do not map any TD accounts to the user.
2. Log in with this user.
3. Observe that "no accounts available" message is appearing on widgets.
