Error "Validation Failed" is Observed When Superadmin tries to Create User with Party ID Having Special Characters (Doc ID 2600152.1)

Symptoms

On : 18.1.0.0.0 version, Production Support

When attempting to Create Users with Party Name containing any special character, following error occurs -

ERRORS

Validation Failed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into OBDX Application with a Bank Administrator
2. Go to User Management and Try Creating a User with Party Name/First Name/Last Name with a Apostrophe
3. Error - Validation Failed is Noted

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, a New User having an Apostrophe in Party ID cannot be Created.

This Issue happens when the Party ID contains Special Characters
