Symptoms

ACTUAL BEHAVIOR
---------------
Not able to upload the profile picture while creating Payee, after installation of patch set 5

EXPECTED BEHAVIOR
-----------------------
User should be allowed to add profile picture while creating payee

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Go to manage payee
2. click on add button
3.Fill all details along with the profile picture
4.click on submit button
